City Planner & Zoning Administrator
Salary Range:  $81,660 - $113,027

The purpose of this position is to recommend and implement policies, procedures, and best practices necessary to achieve the growth and development goals of the City; plan, organize, and direct comprehensive planning activities and strategies; administer and enforce the City’s Zoning Ordinance and subdivision regulations for the betterment of the community.


ESSENTIAL JOB DUTIES:
Assists in the development and implementation of short and long range plans including the City’s comprehensive plan; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates activities with other departments and agencies as needed.

Provides information on land use applications, ordinances, codes, plans, and related planning programs, services or regulations to architects, engineers, surveyors, developers, contractors, owners, appraisers, real estate agents, marketing managers, attorneys, community groups, citizens, and interested persons.

Develops, maintains and interprets zoning regulations; prepares and recommends approval of revised and updated zoning and subdivision regulations.

Reviews planning, zoning, building, and development permits for zoning compliance.

Provides staff support to various city boards and commissions including, but not limited to preparing agendas and supporting materials; preparing and distributing minutes; drafting public notices; preparing and presenting information/recommendations as needed.

Accepts and processes applications for the Planning and Zoning Board and Board of Zoning Adjustment.

Coordinates, manages and provides staff support and recommendations to the Board of Zoning Adjustment and Planning and Zoning Board.

Processes annexation requests; coordinates with property owners and other city departments concerning annexations; prepares annexation petitions.

Researches proposed use of private properties and provides letters of compliance.

Prepares and/or completes staff reports, memos, annexation petitions, legal notices, ordinance and regulation revisions, charts, forms, specifications, requests, and correspondence to provide information or meet reporting requirements; forwards to appropriate departments/agencies and maintains related files.

Attends City Council meetings as needed or directed and represents the City on
various commissions, committees and at meetings with the public and governmental agencies relative to planning and zoning; prepares and presents information to the City Council at work sessions and council meetings.
Records subdivision plats and other legal documents at the Shelby County Courthouse.

Prepares legal advertisements and property owner notifications of public hearings and other meetings requiring public notice.

Manage GIS functions related to zoning and planning projects


MINIMUM QUALIFICATIONS:
Bachelor’s degree in Planning, Engineering, geography, or related field plus 5 years of experience including experience using Geographic Information Systems (GIS) software.  Certification as an American Institute Certified Planner (AICP) and/or Certified Alabama Planning and Zoning Official (CAPZO) is preferred.
